It strangles the movements of people, vehicles, and freight on streets, highways, bridges, and in tunnels. Congestion impedes buses and streetcars, delivery vehicles, alternative transportation modes such as transportation network companies (TNCs), and non-motorized modes. We need solutions. Since 2002, CUTR has managed the program on behalf of the Florida Department of Transportation. The Center is recognized by the Federal Transit Administration as one of the premier state RTAP programs. Federal Transit Administration Standards Development Program LEARN MORE Since September 2015, the Tampa Hillsborough Expressway Authority (THEA) has been working with the United States Department of Transportation (USDOT) as a Connected Vehicle (CV) Pilot site. The THEA CV Pilot was the only program in the country implementing real-time, Vehicle-to-Infrastructure (V2I), and Vehicle-to-Vehicle (V2V) communications.
